X!!!l R R z z z z z z  MINUTES Faculty Senate September 3rd, 2013 Senators present: Baarmand, Battaglia, Belanger, Brenner, Brown, Converse, Cook, Cusick, Gallagher, Harvey, Jones, Knight, Kozaitis, Lail, Lin, Marcinkowski, Murshid, Patton, Perdigao, Polson, Shearer, Suksawang, Tenali, Van Woesik; non-voting attendee: Dr. Richard Baney, Trustee As Senate President Arrasmith was out of the country, former President Baarmand stood in for him, calling the meeting to order at 3:30 p.m. He asked for a motion to approve the last meetings minutes; it was made and seconded, and the vote to approve was unanimous. He then introduced Mr. Rodd Newcombe, director of the Academic Support Center. Mr. Newcombe spoke on the emails faculty receive reporting student absences. These, he said, come from his office administrator, Michael Sanchez. The only written policy about student absence that his office goes on is on instructors syllabi, or in the University Catalog on page thirty-six, which reads, under Attendance: Students registered for any course are expected to attend all lectures and must attend all laboratories, examinations, quizzes and practical exercises, subject to penalties specified by the instructor for that course. Students who miss class must obtain permission from the course instructor to make up missed work. This permission must be requested at the earliest possible opportunity, and before the absence if possible. The student must arrange with the instructor to make up the missed work. The makeup must be completed within two weeks after the absence. In the case of missed final examinations, the policy on Incomplete (I) applies. In mitigating circumstances, the instructor, with the concurrence of the academic unit head offering the course, may require an alternative to making up the missed work. If circumstances require a student to report late for a class or to leave before the class is over, prior notification should be given to the instructor if possible. Repeated occurrences may result in the stu- dent being temporarily denied admission to the classroom. Mr. Newcombe reported that the Student Handbook does not currently have an attendance policy, but the Handbook may be a good place to add it or clarification of attendance expectations, and what to do if absent. He went on to say that he and Ms. Sanchez validate reasons for a students absence. Proper documentation must be provided before emails are sent. But absences that are beyond two weeks old are not validated. That being said, it is of course up to the professor to accept documentation, even if it is not validated by the Academic Support Center (ASC). Professors obviously know their students. The ASC is providing a service, but is not limiting the scope of what professors can accept. Of course, none of the emails discuss matters of confidentiality. Instructors can request to see physical documentation from the student and the student must contact instructors via email or in person for a verified absence to be valid. The important thing, he said, is to understand that his office does not excuse absences, but only verifies the reason claimed for an absence. An example would be hospitalization, an emergency room visit, or a doctor visit (with notes or documentation). There were 605 verified absences last year. In conjunction with verified absences, professors may also receive a health notice. Specifics will not be discussed but students are encour-aged to communicate with professors (share documentation) to meet all class requirements. In some cases there may or may not be an absence related to a health issues. In the last year the ASC has been facilitating notices for Athletics relating to athletic injuries, such as concussions. Health Issue Notifications can come from multiple sources: the FIT Administration, Holzer Health Center, CAPS (Counseling and Psycho-logical Services), hospitals, medical centers, doctors offices, etc. The only absence excuse that is sent before documentation is provided relates to a funeral of a family member; in such a case Mr. Newcombe said his office requires a death certificate or related docu-mentation of the deceased (or documentation showing relationship to deceased), confirmed after the funeral. As for policy, Mr. Newcombe stated that the instructors set their own on their syllabi. Departments and colleges may have their own policy to guide professors in what they have on their syllabi. To Senator Baarmands question as to whether the university has an overall policy on absences, Mr. Newcombe said that his understanding is that this is set by departments and faculty. Sen. Kozaitis asked if a policy appears in the Student Handbook, and Mr. Newcombe said it was enough that a policy is clearly stated on an instructors syllabus, but guidelines are in the Univer-sity Catalog. The only (verified) absences that the ASC does not involve itself with are those of athletic events and ROTC student events or university events; excuses for these events need to come from the Athletics Department, the ROTC program or academic departments. Only students who have received verified absences or health issue notifications from the ASC can have missed tests or quizzes proctored Monday through Friday 8 a.m. to 5 p.m. To Sen. Polsons question about disabled students who have documentation from CAPS, Mr. Newcombe responded that the ASC requires full documentation; he added that there has been an increase of these students in the last ten years, but noted that there has also been an increase in the student population. A number of senators thought there should be a written policy from the ASC about absences, but Mr. Newcombe said different universities have different polices. Some universities have very clear policies, some not as defined. Putting a policy in stone may or may not be a good idea, and reiterated that what appears on a faculty members syllabus concerning absences should be made clear so that there is no question as to where students stand. He added that it would be helpful for faculty to send the ASC alerts about students not doing well, including truancy, since his office follows students having academic problems, and tries to help them get back on track. The Academic Alert system is on the left-hand column of the ASC webpage,  HYPERLINK "http://www.fit.edu/asc" www.fit.edu/asc. A question was brought up about why the Health Center notes have not an excused absence on the back. Mr. Newcombe responded that they are not excused absences. They are only confirmations that the student went to the Health Center, but not that services were rendered, or confirmation of illness or injury was made. The Health Center con-firms illness or injury by directly communicating with Ms. Sanchez, and she then sends the verified absence. She does not send a notice for the notes that state they are not excuses. Both Sen. Van Woesik and Sen. Baarmand said they still thought an overall, fixed policy on absences should be in place, even if, as the former suggested, it is just that the instructors have ultimate say. Sen. Marcinkowski suggested that this written statement appear on the sylla-bus: A verified absence does not necessarily constitute an excused absence. Mr. Newcombe suggested that if the Faculty Senate would put suggestions together in a proposal, he would present the suggestions to the Academic Affairs Council (AAC) for review. Sen. Baarmand thanked Mr. Newcombe for his remarks, and moved to the Presidents Report, given him by Pres. Arrasmith. Dr. Arrasmith attended the Board of Trustees meeting on April 26th. Issues discussed there included the transformation of the former TRDA (Technological Research and Development Authority) into the Center for Aeronautics and Innovation. The Chopper Dropper event raised $481 thousand, and the Evening of Hope, with Doug Flutie and Tim Wakefield, raised $230 thousand. Progress is being made with regard to the Vero Beach Marine Lab (aquaculture and marine lab, one of the finest in the world). Dr. Randy Alford, Vice President of Student Affairs, reported that enrollment is up in all areas. In Athletics, our national reputation has brought in many new students. We have eleven teams ranked in the top twenty in the United States. The Womens Golf Team won their national tournament; the Crew Team won the Southern Regions in eights and fours. The University Operating Committee reported that we have twenty-two athletic teams this year, and we are adding lacrosse. We seem to be outgrowing things here in terms of space. The football team has brought in enough students to pay for having a team, and its first game on national television will be broadcast September 19. So far, 400 premium tickets have been sold. Six thousand people are expected to attend the game between 鶹ýӳ and Stetson. In other announcements, the SACS (Southern Association of Colleges and Schools) report is due September 24th, 2014. Information Technology (IT) has renovations planned over the summer. The College of Aeronautics is expecting an influx of flight students Turkish, Chinese and Vietnamese and has eight new Piper airplanes. Campus Security is issuing citations to skateboarders and bicyclists on campus. This year marks the largest number of international students on campus. A Board of Trustee member is looking at metrics research in relation to our being in the top ten research universities. The issue of 鶹ýӳ having a law school is awaiting committee recommenda-tions; a partnership with the University of Florida might be possible. The question of our having a medical school is still on the table. Regarding online learning, 7,136 students earned final grades in Fiscal Year (FY) 2013; there were 858 graduates in FY2013. With regard to fundraising, on the national average eighty-one percent of donations come from individuals, fourteen percent come from foundations, and five percent come from corporations; in 鶹ýӳs case, forty-two percent of donations come from individuals, nine percent from foundations, and fifty-one percent from corporations. Closing the report, Dr. Arrasmith wrote that he was on the search committee for a new Dean of Libraries, and that a name has been select-ed and put forward to Chief Operating Officer McCay; no selection has yet been announced. A very important announcement: Dr. Arrasmith made it very clear that Pres. Catanese insists we are to be careful not to break protocol in matters of academic dishonesty. If names and nationalities are named in emails to an open forum there could be legal consequences. Discretion here should be our watchword and countersign. Committee Reports As this was the first meeting of the new term, there were no committee reports. Discussion Secretary Shearer took the floor to say that he considers the parking situation a real problem. He said he has taught at three different universities in his career, and has never seen the needs of faculty parking so unmet. When the administration sells parking spaces year-round to anyone on campus for $750, so that no parking areas for faculty near their offices or classrooms are preserved, it shows a lack of concern for us; it sends the unfortunate and surely unintended message to the faculty that what could be a convenience for us is of no matter to the administration if money can be made at our physical expense. Not only is the current policy egregious in those respects, he said, it also has the added advantage of being hugely inefficient, since in the summer when many of the international students who have bought year-round parking go back to their countries, those spaces are not to be used all summer long, no matter how convenient for faculty members or students. Sen. Shearer added that he hopes the Senate will back a resolution urging the administration to reconsider this problematic program. Over-all, he said, the administration has treated the faculty well, with an excel-lent benefits program, and, a few years ago, conscientiously raising our salaries; when hard times financially have occurred, the administration, when it could, made up what we forfeited. All that is certainly commend-able, and we are not ungrateful. But, he said, in his opinion the univer-sity has simply made a mistake with this parking policy, and added that he hopes a resolution urging the university to rectify this study in incon-venience will pass. Sen. Cusick thought a partial solution might be to make red zones for Panther-plated cars more plentiful, with faculty buying the plates so as to park there. A number of faculty members spoke of their problems with the parking situation (circling the campus for twenty-minutes or so, walks of a quarter-mile, inability to drive off campus for lunch, since one is sure to lose ones parking space), and it was decided that the initial statement of a resolution on the parking situation will be an item under New Business in the next meeting.
