Cook, Cudmore, Cusick, Dwyer, Ford, Heck, W. Helmstetter, Lail, Marcinkowski, Murshid, Patton, Perdigao, Polson, Rusovici, Shaw, Shearer, Tankersly, Winkelmann; non-voting attendee: Dr. Richard Baney of the Board of Trustees President Polson called the meeting to order at 3:30 p.m. and asked for a motion to approve the last meetings minutes. A motion was made and seconded, and the vote to approve was unanimous. Dr. Polson gave the Presidents Report. He spoke on several items that were discussed at the Presidents Retreat last May. The first was the deep concern Pres. Catanese has that our budget is 75% tuition-driven. The issue of our needing to rework the Strategic Plan followed. Current-ly, Dr. Polson reported, there are ten planning groups working on differ-ent aspects of a new Five-Year Plan. Several issues that require immediate attention were brought up, chief among them the fact that students enroll in courses even though they failed the pre-requisite course an item discussed last term in the Senate. Executive Vice President and Chief Operating Officer McCay has assigned the Registrars Office the task of making withdrawal of these students an automatic, end-of-the-semester result; this amounts to having the computer simply withdraw such students. Pres. Polson said he will follow up with Dr. McCay on this matter; the worst he foresaw was a return to the old administrative withdrawal policy, void for some time now. He went on to say that Dr. Catanese would like to see the facilities used for more summer academic courses for students. Pres. Polson stated that he and Dr. McCay are working on estab-lishing a Winterim a special term in January as a tool for retention and the making up of failed courses. But it could also be an opportunity to offer classes which could not be provided during the academic year due to teaching loads. Of course, several aspects of this need to be address-ed, including faculty contracts and salary monies for courses taught during this time. Another matter discussed at the Retreat was allowing nine-month faculty to be paid over a twelve-month period; Dr. Polson said the admin-istration appears to be open to facilitating this. There needs to be a new Quality Enhancement Plan (QEP) formu-lated for the ten-year accreditation cycle. Dr. Baloga, our SACS (Southern Association of Colleges and Schools) liaison, will address the Senate, probably in November, regarding this. Dr. Joni Oglesby has been tasked with working out vendor agree-ments for the merchandising of 鶹ýӳ items. Pres. Polson concluded his report of the Retreat with two announce-ments: recruiting is now beginning to focus on increasing the minority- and gender-based numbers; and the Action Committees formed last year have been continued and will meet periodically during the next year. Dr. Polson stated that he had had lunch with Pres. Catanese and Chief Operating Officer McCay, and was asked whether it would be better to reinstate a portion of the retirement matching funds sooner, or wait until the full five percent match could be reinstated in its entirety. He said he suggested that the sooner a portion say two to two-and-a-half percent were instated the better, and that there could be increases as finances permit. The President and COO agreed to Dr. Polsons sugges-tion, and, he said, it would seem that a portion will be reinstated soon. Answering a question from the Senate floor, Dr. Polson reported that any reinstatement would not be retroactive. Both the President and COO told him that this is their number-one priority. Committee Reports As the Senate committees had not met since the new term began there were no committee reports as such. Senator Converse, head of the Welfare Committee, noted, however, that faculty members had spoken to him about their concern over the suspension of the five percent retire-ment match, and stated that he was asked to convey their concern. Old Business Sen. Brenner, head of the Administrative Policies Committee, announced that he is going to look at the issue of the Faculty Load Forms again this year, and will be meeting with Vice President for Academic Affairs Nelson and COO McCay. Several questions arose at this point concerning the Winterim project. Sen. Brown wanted to know what sort of enhancements for students there would be with this, and suggested that we could make the Winterim more than just remedial in nature. Sen. Shaw asked how we might squeeze a whole course into the short time of the Winterim. Pres. Polson responded that senators should put their objections and suggestions in writing and send them to him. He added that, as of now, the Winterim is not a done deal. New Business Pres. Polson announced that the Faculty Senate has been given the task of reviewing and proposing emendations to the Faculty Handbook, which the administration recognizes as the contractual document for faculty. He went on to say that this is a great opportunity for the Senate, and that we should poll our faculty for issues to be taken up with regard to that document. Sen. Perdigao suggested that promotion policy would probably be the issue on most faculty members minds. The ways of proceeding on this project will be worked out, involving the whole Senate and not just a committee or two. Dr. Polson added that COO McCay is open to any changes we might suggest. As there was no further discussion, Pres.
